This is not a recommended way to load a boat and will get you a ticket at most ramps in some states if caught.
Running the motor like that causes the sand or mud to wash away from the end of the concrete and creates a hole at end of ramp. In low water conditions people putting their boat in or out will back into those holes and be stuck.
Be considerate of others and don't wash away the end of the ramps. The same thing can be done coasting the boat onto the trailer and getting on front end and hooking winch strap on then cranking boat rest of the way.
